There are 3,690 establishments in the industry and 10,471 establishments in the services sector. Lucena City accounted for 46.8% of the industry (1,127 establishments) and 28.4% for services (2,970 establishments) or an average share of 33.1%. From this data it is apparent that Lucena is the leader in the urbanization process.

Municipalities with emerging signs of urbanization based on the number of industries and service establishments include Tayabas, Mauban, Lucban, Tiaong, Sariaya, Candelaria, Unisan, Lopez, Gumaca, and Infanta.
