Mandates & Functions

Animal Health Protection & Management Through Immunization

 

     An ounce of prevention is better than a pound of cure.  Hence, protecting livestock through vaccination from common animal diseases is the better alternative than waiting for the disease to strike.

 

     Office of the Provincial Veterinary its services to the livestock raisers by protecting their livelihood with our vaccination.

 

How to avail of the service:

 

Request for vaccination schedule for your Municipality/Barangay

 

1. For Rabies Vaccination:

 

  • Bring pets to the specified meeting place;
  • Secure pet by holding it immobile for injection;
  • Hand over your pet's record card for updating.

 

2. For Large Animals:

 

  • Gather cattle and/or carabao to the specified meeting place;
  • Secure animal to a tree or post to immobilize it;
  • Animal will be immunized by our technicians.

 

3. For Swine:

 

  • Office of the Provincial Veterinary personnel will visit the piggery;
  • Occular inspection and injection of vaccine.

 

 

Animal Production & Extension Services

 

     The Provincial Veterinary Office conducts FREE Technical/Livelihood Trainings on Livestock and Poultry Production based on the priority needs of NGO’s, LGU’s’ Farmer Group, Housewives, Youth Sector and especially Persons with disabilities.

1. Request for training

 

  • Walk-in request,

     Sign the client logbook clearly printing your name, address and purpose.

 

  • You will be referred to the Training Officer for interview regarding:
  • Benchmark of participants
  • Expected number of audience
  • Preferred topic / discipline
  • Duration of the training, date and venue
  • Accommodation and facilities for audio-visual equipment installation

Artificial Insemination Service

 

     A highly technical service using state of the art equipment, semen of genetically superior breeds of cattle and carabao, both for draft and dairy purposes, are preserved and frozen in liquid nitrogen tanks and administered to animals in heat either naturally or synchronized thru the use of heat inducing hormones.

 

How to avail of the service:

 

1. For synchronized hormone induced AI:

 

  a. Approach Deputized Livestock Technician in your Municipality;

  b. Sign the client logbook, clearly printing your name, address and purpose;

  c. You will be interviewed regarding:

  • Your interest will be for cattle or carabao AI;
  • The number of existing female breedable population of cattle and carabao in your Barangay;
  • The possibility of joining/clustering with adjacement barangays for maximum service provision;
  • Schedule of AI.

 

2. For Natural Heat AI

 

 a. Approach / Call or Text the Deputized Livestock Technician or Village based AI Technician (VBAIT) in your Municipality.

    Request for AI Services and provide the following information:

  • Farm Location;
  • Number and Specie of animals in heat;
  • Age of the animals;
  • Number of hours since heat was first observed.

 

 

Artificial Breeding Services For Swine

 

     Artificial Insemination for swine aims to upgrade the native stock thru the use of fresh semen from genetically superior breeds of swine kept at the three Artificial Breeding Center for Swine of the Province.  Breeds available are pure breed Landrace, Large White and cross of the two breed.

 

How to avail of the service:

 

1. Approach the Artificial Insemination Technician or Call / Text; 

2. Sign the client logbook clearly indicating your name and address;

3. Provide information to the AI Technician:

  • Number of animals in heat;
  • Age of animals;
  • Number of past heat period for gilts and number of previous farrowings for sow;
  • Number of days since signs of heat are first observed.

4. Indicate in your request the breed of swine as the source of semen you prefer;

5. Wait for assessment / evaluation, correction and preparation of semen.

 

 

Livestock Dispersal

 

     The Office of the Provincial Veterinary - Livestock Dispersal Program is mainly intended for upgrading program of the native stocks of swine and cattle.  Depending on budget availability, draft carabao, goat and poultry are also dispersed as livelihood assistance to rural farm families.

 

Requirements:

1. Resolutions of NGO's, Sanguniang Barangays / Bayan

2. Livestock Dispersal Contract

3. Community Tax Certificate

4. 3 pcs. 2" x 2" ID Picture

5. Memorandum Receipt

6. Livestock / Poultry Raising Seminar

 

How to avail of the service:

 

1. For Original Dispersal:

 

  • The NGO Leadership / Sanguniang Barangay / Bayan must write / pass resolution requesting for dispersal animals;
  • Wait for schedule of area evaluation / confirmation;
  • Facilitate / assist in field evaluation;
  • Attend Seminar;
  • Signing of contract / Turn-over of Dispersal Animals.

 

2. For Redispersal

 

  • Approach the Deputized Livestock Technician assigned in your Municipality;
  • Inquire for the list of available / scheduled animal dispersal in your Municipality, particularly in your Barangay;
  • Enlist your name as one target beneficiary for redispersal animals;
  • Area Evaluation;
  • Upon confirmation, submit all requirements;
  • Attend seminar or animal raising;
  • Contract signing and turn-over of dispersal animal.

 

 

Veterinary & Dispensary Services

 

     The Office of the Provincial Veterinary Office - Dispensary Unit provides services for Livestock and pets especially small animals.  It covers consulation, surgical, procedure, vaccination (e.g. DHL+CPV, Anti-rabies, Hog cholera, Deworming etc.) and Treatment.

 

     Clients / Farmers may bring their Livestock / Pets directly to the Office of the Provincial Veterinary for treatment or request ambulatory services for their area.

 

How to avail of the service:

 

1. Request for services:

  • Go directly to the Office of the Provincial Veterinary - Dispensary Unit, bringing along your Livestock or pet for treatment.

    

    or

 

  • Request that services be scheduled for your area

 

2. Interview / Assessment:

 

   Veterinarian:

 

  1. Takes the animal medical history
  2. Conduct clinical examination:

 

  • General physical examination for detection of clinically significant abnormalities;
  • Special examination of suspect system or organ physical and laboratory;
  • Special examination of identified system;

      Determine location of lesion in system or organ.

  • Special examination of lesion:

       Examination of fluids/discharge to determine specific cause of lesion.

  • Special examination of specimens (e.g. Blood, Urine, Fluid to determine specific cause of lesion:

       Tentative diagnosis;

       Request for owner information;


3. Treatment:

 

    Veterinarian:

 

  • Treats the animal based on clinical examination;
  • Provides you with relevant information regarding the diagnosis and prognosis;
  • Prescribes medicine for home regimen, if any:

 

    Whenever available supplies are provided by the Office of the Provincial Veterinary.  Otherwise, you will have to secure these to your own.

 

4. Recording:

 

    Veterinarian:

 

  • Record all data's gathered for follow up check-up or treatment;
  • Issued vaccination certificate especially anti-rabies vaccination.

 

 

Animal Quarantine Checkpoint

 

     Part of looking after the health of animals is to monitor its movement from province to province, farm or farm or farm to market.  Surveillance through the Animal Quartine Checkpoint not only accomplishes this task, it also provides a means to control spread of animal diseses through monitoring and disinfection of the viajero's vehicles.

 

Specific Task:

 

1. Stop for inspection and show Handler's License and Shipping Permit;

2. Allow animals and vehicle for ocular inspection and disinfection.

3. If animals and vehicle pass inspection, pay disinfection fee.

 

 

Securing Livestock Shipping Permit. Health and Death Certificate

 

Livestock Shipping Permit, along with health certificates is required from shippers before cattle, carabao, swine and other livestock can be transported outside the province.

 

Health Certificates are issued to certify that the animals to be transported live are apparently health and do not have any communicable diseases.  These are also required for pets before they can be transported to other areas.

 

Death Certificates for livestock are needed by dispersal recipients to free from liability, if the animal is insured these are also required for livestock insurance companies before they can be process claims for indemnity.

 

Requirements:

 

Health Certificates and Livestock Shipping Permit:

 

  • Barangay Clearance
  • Shippers License (Secure from BAI)
  • Certificate of ownership or transfer
  • Vaccination records
  • Certain amount (fees) for issuance of Permit / Certificates

 

Death Certificates:

 

  • Barangay Certification or affidavit of 2 person attesting the death of the animal
  • Certificate of ownership or transfer (Cattle and Carabao)
  • Community Tax Certificate
  • Pictures of the dead animals

 

Fees:

 

Issuance of Shipping Permit:

 

  • An inspection fee/rate to be collected for all animals shipped in and out of the province.

      Cattle / Carabao          - P 10.00 per head

      Swine / Sheep / Goat     -    5.00 per head

 

  • An Official Receipt is issued by the collecting officer for the services rendered and the said amount will accrue to the province thru the Provincial Treasury.

 

How to avail of the service:

 

Health Certificates and Livestock Shipping Permit:

 

1. Request for Certificate / Permit:

  • Bring the animal(s) to the Office of the Provincial Veterinary and request for issuance of the certificate / permit;
  • For Livestock, especially large cattle and carabao, you may request that the certifying officer visit the animal at the shippers pooling and loading area.

 

2. Inspection:

  • Veterinarian / Certifying Officer inspect the animals and ensures that they do not have any communicable disease.

 

3. Preparation of Certification:

  • Veterinarian prepares and approves the certification / permit and attaches the requirements above;
  • The certificate / permit should be presented by the shippers at checkpoint located at Lusacan, Tiaong, Quezon.

 

Death Certificate:

 

1. Request for certificate

  • Report to the Office of the Provincial Veterinary the death of the livestock and request for issuance of a death certificate.

 

2. Inspection and Photographic Evidence

  • The livestock officer will go with you to the area where the dead livestock is being held.  He validates the cause of death;
  • Take photograph of the dead animals.  The photos must be taken from at least 3 positions.

 

3. Preparation of Certification

  • Livestock officers prepares a Necropsy report, the Provincial Veterinarian Certifies this.

 

4. Submission to concern agency

  • Submit the report / certificate along with the requirements above, to the concern agency;
  • The Agency re-validates the cause of death and processes the claim of insured.

 

 

Animal Waste Utilization and Management Services

 

     The Office of the Provincial Veterinary assist animal raisers on animal waste utilization and management mainly by providing technical assistance in the establishment of biogas digesters.  The project ensures and environmentally friendly animal enterprise by reducing pollution from livestock and poultry manure and at the same time harnessing this waste product as an economical energy source for cooking and an alternative power source for electrical home appliances.  The Office of the Provincial Veterinary provides technical support, planning, assessment and supervision in the actual construction of Biogas Digesters.

 

How to avail of the service:

 

  1. Write request letter to the Office of the Provincial Veterinary for assistance in biogas plant planning and construction;
  2. Approach the Animal Waste Utilization and Management Technician:
  • Backyard and Semi-Commercial Piggery assessment evaluation;
  • Estimate of bill of materials needed.
  1. Planning supervision of construction and installation;
  2. Initial Testing of operation.

 

 

Forage and Pasture Development Services

 

     The Office of the Provincial Veterinary - technical information and assistance for Forage and Pasture Crops Development, farm plan budget, preparation, supervision of planning and free initial grass and leguminous forage crops planting materials.

 

     Species of legumes available are:  Centrosema pubescens, Ipil-ipil, Stylo, Arachis Pintoi, Desmodium cinerea and Calliandra calothyrsos.

 

Grasses:    

 

Gamba, Brizantha, Signal grass, Humidicula, Paragrass, Guinea, Paspalum, Napier & Setaria.

 

How to avail of the service:

 

  1. Approach or contact by phone the Office of the Provincial Veterinary - Chief of Animal Production and Extension Division at OPV Pagbilao;
  2. For walk-in clients:
  • Sign the client logbook clearly printing your name, address, and purpose.
  1. You will be interviwed regarding:
  • Specie and number of animals you raised;
  • Location of your farm;
  • Approximate area of your farm;
  • Terrain of the farm and rainfall pattern in the area;
  • Soil type;
  • Kind of forage and pasture crops presently available in the farm;
  • Feeding practice.
  1. You will be referred to the Forage and Pasture Technician for schedule of site evaluation;
  2. Be on hand during the agreed day of site evaluation;
  3. Follow the recommendation of the Forage and Pasture Technician;
  4. Procurement of planting materials.

 

 

Application for Registration & Accreditation of Transport Carrrier

 

     Accreditation of the transport vehicle is important if you plan to move your livestock from one place to another.  This service ensures that the vehicle will be registered as a transport vehicle for livestock and will only be used as such.

 

Requirements:

 

  1. Notarized application form;
  2. 2 pcs. of your latest 2" x 2" ID Picture;
  3. TIN of the individual operators, representative, partnership, corporation, cooperative and assoication;
  4. Business Permit;
  5. For Single Proprietorship - if the applicant's name does not appear on the business permit or name after his/her wife/husband, then Special Power of Attorney will be required;
  6. For Partnership:
  • Certificate from the partners who are person with anuthority to bind the partnership or,
  • Article of Partnership.
  1. For Corporation / Cooperative / Association:
  • Certificate from the Board of Directors who are persons with authority to bind the corporation / cooperative / association;
  • Article of Incorporation.
  1. All applicants shall undergo seminar;
  2. Certificate of Attendance (seminar) for regional and provincial applicants;
  3. Photocopy of the registration of the carrier (Individual carrier);
  4. Photo of the carrier (front, back and side view) per carrier;
  5. Photocopy of Securities and Exchange Commission (SEC) for partnership, corporation, cooperative and association.

 

How to avail of the service:

 

  1. Request and completion of application form;
  2. Screening of requirements and application form;
