MISSION

A dependable lynchpin of the Sangguniang Panlalawigan in effective local law-making process, the Office of the Secretary seeks, among other things, with zeal, dedication and excellence to provide the Sangguniang Panlalawigan, on sustained and continuing basis, the following services:

1. Adequate and quality staff and technical support in formulating and crafting local legislation that aims at in enhancing and protecting the general welfare of the people – the richness of their environment and cultural heritage;

2. Attending all sessions of the Sangguniang Panlalawigan and its committee hearings;

3. Recording and systematization, through the application of the latest in the state-of-the-art in record keeping of all its proceedings;

4. Keeping the official seal of the province and affixing them in all approved ordinances and resolutions of the Sangguniang Panlalawigan and other official acts;

5. Forwarding approved ordinances and resolutions to the Governor within the reglementary period for his approval or veto;

6. Translating approved ordinances and resolutions into local dialect and posting and publicizing them as required by law;

7. Furnishing certified copies of approved ordinances, resolutions and other official acts of the Sangguniang Panlalawigan, upon payment of the fee, to interested party;

8. Keeping the public well-informed on all official acts with the Sangguniang Panlalawigan and submitting an annual report thereon to appropriate government agencies;

9. Maintaining high morale of its work force through provision of adequate pay, grant of incentive and proper recognition for exemplary performance, and continuing training/education for its personnel to keep them abreast with change and thus, put them in vantage position to excel in their work and deliver excellent service to the people;

10. Exercising such other powers, duties and functions as may be required by law and ordinance

VISION

A family of happy, united and highly responsible government workers, committed to a culture of excellence in public service, more particularly, in providing quality staff and technical support to the Sangguniang Panlalawigan in local legislation process and keeping the general public well-informed on the Sangguniang Panlalawigan’s various legislative activities as they relate to the overall scheme of responsive and accountable public service.
