CONTEST RULES AND GUIDELINES
INTRODUCTION
Having a science-based high school is an ultimate project that any local government unit could aim for in terms of its program to ensure providing quality basic education, hence, the establishment of Quezon Science High School (QSHS) through the efforts of the Provincial Government and the Department of Education-Quezon was realized in 2011.
The QSHS is an educational institution that primary offers science-centered and advanced mathematics curriculum to exceptional high school students in the province for free. Its main objective is focused on the holistic development of their abilities, skills, and inclination to science and technology preparing them to pursue careers that would significantly contribute to the advancement of Quezon Province and the country as a whole.
Visual representation, in the form of a logo, is therefore vital to establish its identity and define its characteristics and features. Such should also portray the spirit and theme of the school. At any point, a logo is a powerful tool for brand recognition not only for business or product but also for services being offered.
With this, a "Logo Design Contest" for said institution was thought of. Invitation for high school students would be opened for both public and private schools all over Quezon.
Vision
QSHS is an institution of excellence in Science and Technology committed to the holistic development of the individual for the service of God, province and the country.
Mission
The QSHS prepares its students for careers in Science and Technology and contributes to the development of Quezon Province and the nation by nurturing them to become proficient professionals and leaders as catalyst of transformation.
Philosophy
The QSHS special science curriculum engenders in its scholars a passion for lifelong learning and inspires them to pursue careers in Science and Technology to dole out significant contribution to the development of Quezon Province and country.
The QSHS is most effective and managed by a dynamic and collaborative leadership provided with state of the art facilities, resources and support alliances and guided by a steadfast commitment of service to the province, the nation and to one another.
The major goal of the QSHS is for the holistic development of its scholars. Each scholar’s unique and innate giftedness and potentials will be recognized, harnessed and nurtured so that she will be developed to the fullest.
LOGO DESIGN FEATURES
The logo should symbolize what Quezon Science High School graduates of the Future are about. Participants are encouraged to come up with a design that embodies a youthful spirit and highlights the value of its mission and vision, providing an opportunity and platform for youth leaders to contribute their ideas in policymaking.
The design of the logo should have the following characteristics:
- Include either the name or initials or both of Quezon Science High School.
- The design should be uncomplicated and straight to the point.
- Functional in different educational settings.
- Applicable to all anticipated usage environments (e.g. internet sites, e-mailing, hard copy, projected image).
- Functional in different color environments:
- Black (100% only, no screens or transparencies) on white background.
- Colored on white background.
- Can make use of imagery themes only if the image is free of royalty fee.
- Workable in different sizes, from miniscule to enlarged applications when reproduced through simple technical means (e.g. low resolution black and white photocopy).
- The logo has to impart the message or meaning of the symbols. It should be attractive, recognizable, unique and memorable for various audiences – mass media and the general public.
ELIGIBILITY
The competition is open to all high school students. Each participant may only submit one (1) logo design. Participants may compete as an individual or as a team.
The contest is open only to residents of Quezon Province.
ENTRIES AND DEADLINES
The competition will be open from July to September 30, 2011. Participants may choose to submit their entries in a CD or DVD along with a hardcopy to Quezon Science High School. Please visit the website: www.quezon.gov.ph for more details on the contest. Entries must be submitted together with the completed registration form.
No entries will be accepted after the closing date. The organizer will not be responsible for any loss during transmission of entries.
Interested contestants are required to fill out and submit, together with their entries, the official entry form that can be downloaded from the Provincial Government of Quezon website www.quezon.gov.ph. Said entry forms are also available at the Quezon Science High School Information Desk located at Brgy. Isabang, Tayabas City or at the DepEd Division of Quezon, Brgy. Talipan, Pagbilao, Quezon.
The entries must conform to the Submission Guidelines set herein. Otherwise, entries will be rejected.
Contestants will not be charged any fee to join the contest.
Validity of Entries
There are five (5) required documents or items to submit:
- filled-out official entry form
- one-page resume of the contestant
- one-page description or explanation of the logo
- hard copy of the entry in 1/8 illustration board (submitted in black and white and full color versions)
- digital copy of the entry in CD/DVD with black and white and full color versions (optional)
Entries with incomplete requirements or documents or otherwise found to be not in accordance with these official guidelines will be declared invalid.
The province reserves the right to disqualify from participation any contestant, who, in its sole opinion, misrepresents or otherwise acts not in accordance with these official guidelines.
Any misrepresentation or violation of these guidelines will be a ground for withdrawing the contestant’s corresponding prize/award granted on the basis of the entry.
Submission Guidelines
The purpose of this contest is to design a new logo that shall represent the Quezon Science High School (QSHS).
The logo will be officially used online and in print. Hence, it must contain the words “Quezon Science High School”, “Province of Quezon” and “Founded 2011”.
Each entry must be submitted in two versions: a) black and white; and b) full color. The full color version must use up to five (5) basic or primary colors only and must allow for rendering in either black and white or color versions.
Hard copies are required. The hard copies (black and white version and full color version) must be confined to a logo size of 8” by 8”, centrally mounted on a 1/8 size illustration board; and the digital copies (black and white version and full color version) must be in high-resolution JPEG format (minimum of 300 dpi) and saved on a CD/DVD.
Each contestant must submit, aside from the filled out Official Entry Form, a one-page resume’ and a one-page description or explanation of the logo and the symbolism behind the design and the use of colors.

Entries must be received by the Office not later than September 30, 2011 and acknowledged within one week after receipt of the entries. Entries submitted via email will not be entertained.
Acceptance
Participation in the contest represents the contestant’s full understanding and unconditional agreement to and acceptance of these guidelines/official rules.
Acceptance of the prize constitutes permission for Provincial Government of Quezon (PGQ) and Quezon Science High School (QSHS) to publicize the winning entry and the contestant either in print or in the Quezon Province website.
Judging Criteria
The entries will be assessed by a panel of judges, comprised of members of the school board and the Governor.
The judges will select the Overall Best Design based on its originality, representation of Quezon Science High School graduates of the Future, appeal to a global audience and the youth in particular, and relevance to the QSHS spirit as reflected by its mission and vision.
The judges’ decision is final and no correspondence will be entertained.
The contest will undergo three stages:
- submission of entries;
- short listing; and
- final judging.
Entries will be judged on the basis of:
- Originality – 30%
- Concept – 30%
- Appropriateness of Design – 20%
- Presentation (Neatness and Color) – 20%
The winning designs shall be judged and chosen with finality by a Board of Judges.
The Board of Judges will notify the winning entries in writing.
The Provincial Government of Quezon and Quezon Science High School reserve the right not to select a winner when no suitable entries are received.
Prizes
The prizes are the following:
- 1st prize - P 30,000 cash
- 2nd prize - P 20,000 cash
- 3rd prize - P 10,000 cash
- Certificates of participation for all contestants.
Prizes are not exchangeable, transferable or redeemable for other goods and services.
Contest Modifications
The province/school reserves the right to withdraw, cancel, terminate or modify all or any part or aspect of the contest including but not limited to the Board of Judges, selection and judging criteria, and the award categories and prizes that will be awarded to the contestants by publishing a notice, without having to disclose any reason or make any compensation whatsoever if, for any reason, the contest is not capable of running as planned, including technical failure, fraud or any other cause beyond the control of the Council, which in its sole opinion, affects the administration, feasibility, security, fairness, integrity or proper conduct of the contest.
The best entry may or may not become the official logo of the Quezon Science High School. It may also serve (together with the other winning designs) only as a model in coming up with the final official logo of the school.
The province/school reserves the right to modify the winning design of the contest. It also reserves the right not to make use of any of the winning designs or any part thereof in the logo that is to be adopted by the school.
Waiver, Limitation of Liability and General Release
By joining the contest, each contestant agrees to abide by the terms of these official rules and by the decisions of the Board of Judges and of the Governor, which are final and binding on him/her on all matters pertaining to this contest. The contestant further waives any right to claim ambiguity or error in these official guidelines.
Each contestant consents that all entries (including other documents and materials) submitted by or for him/her shall become the exclusive property of the province/school and shall not be returnable under any circumstances. In consideration of the province/school’s agreeing to consider each contestant as qualified, each contestant hereby assigns to the province/school the complete copyright in all entries.
Each contestant consents to the disclosure by the province/school of the contents of any entry and any other materials and information submitted therewith to such third parties as the province/school may deem appropriate in the exercise of its sole discretion, including but not limited to the Board of Judges, members of the press and media, and government agencies.
Each contestant releases the province/school and the Board of Judges from any and all liability to him/her whatsoever for any cost, injury, loss, or damage (whether direct, indirect, consequential, special or punitive, and whether due to negligence, breach of contract, tort, or otherwise, and whether or not the possibility of such claims, costs, injuries, losses or damages could have been reasonably foreseen by the province/school) of any kind resulting in whole or in part, directly or indirectly, from his/her participation in the contest.
In no event shall the province/school and the Board of Judges reimburse a contestant of expenses or costs incurred in submitting an entry to while participating in the contest.
The province/school does not accept any responsibility for, and each contestant shall not hold the province/school and the Board of Judges liable for any lost, late, damaged, destroyed, or misdirected submission, winning notice, forfeiture notice, prize, payment or other requirements, such as correspondence or delivery relating to the conduct of the contest, regardless of the method of transmission or delivery.
Intellectual Property Rights and Warranties
All entries shall become solely owned by the Province of Quezon/Quezon Science High School and may be displayed publicly either in print or in the Quezon website www.quezon.gov.ph. Winners will be required to sign a contract assigning ownership of the entries to the Province of Quezon/Quezon Science High School.
All property rights including the entire copyright and other intellectual property rights relating to such entries shall become the sole and exclusive property of the province/school.
Any violation of any property right including intellectual property rights committed by a contestant against any third party is a violation of criminal and civil laws. Should such violation be committed, the province/school reserves the right to seek damages and indemnity to the fullest extent permitted by law from any contestant to the extent that the province/school may be held liable for damages to any such third party and to the extent that the province/school may suffer as a consequence of such violation.
Upon request by the province/school, each contestant agrees to defend, assure, and hold harmless the province/school and the Board of Judges from any loss, damage, or liability to or any claim or demand of any third party due to, arising out of, related to or otherwise attributable to actual or alleged infringement or violation of any intellectual property right asserted by a third party or of these official guidelines, or otherwise arising out of or related to any material or intellectual property used in the design, and from any cost and expense, including but not limited to reasonable attorney’s fees, incurred by the province/school in connection therewith.
Contestants should ensure that entries are not in any way similar to existing logos or other copyrighted images. Each contestant warrants that the entry is his/her own original work; solely authored by him/her; free from any copyright, trade-mark, or other proprietary right or interest of any third party; not confusing with or a derivative work, or a work incorporating a substantial portion of any other logo, mark, trade-mark, copyright or other proprietary right of any third party; that he/she has the absolute and exclusive right to the design comprising his/her entry, including but not limited to any and all trade names, trademarks, copyrights, graphics, and similar materials or information connected therewith; that his/her entry has not been entered in any other competition; and that his/her entry does not infringe in any other way the intellectual property rights of any third party.
Each contestant warrants that the documents and information submitted with his/her entry will not infringe the intellectual property, privacy, or any other rights of any third party, and will not contain anything that is libelous, defamatory, obscene, indecent, harassing or threatening.
Consideration
The contestant agrees that the ability to participate in the contest and to compete for the prizes offered constitute sufficient consideration for the contestant’s obligations under these Official Rules.
Please note that upon submitting your design logo for this competition, you hereby agree that all rights, title and interest in the design logo shall belong to the Provincial Government of Quezon/Quezon Science High School, the organizer of this competition. The usage of the logo shall be entirely at the discretion of the said organizer.
- Entries should not violate any intellectual property, including, but not limited to patents, trademarks and copyrights. If selected as finalists, the designer must certify that the entry is original, created solely by entrant, and no other person or entity holds rights to the entry and its components.
- In consideration for the prize money received, the winner agrees to transfer all applicable intellectual property considerations to Provincial Government of Quezon/Quezon Science High School.
