EXECUTIVE ORDER NO. 15 -2010
REORGANIZATION OF THE PROVINCIAL DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL PRESCRIBING ITS COMPOSITION AND FUNCTIONS, AND FOR OTHER PURPOSES.
WHEREAS, Quezon Province lies on the Pacific ring of fire, with predisposition to earthquakes, typhoons and other natural and man-made hazards;
WHEREAS, it is critical to have on strategic response mechanism to address natural calamities and other manmade disasters that may befall or visit the province;
WHEREAS, there is an urgent need to direct, control ands coordinate the entire provincial government machinery-manpower, materials – to efficiently respond to all types of manmade and natural disasters;
WHEREAS, Republic Act 10121 of 2010 mandates the strengthening of disaster preparedness and management in local government units through the establishment of strategic plans and mechanisms;
WHEREAS, the reorganization of Provincial Disaster Risk Reduction & Management Council is a time-tested vehicle for orchestrating emergency operations and responses to disasters and manmade calamities;
NOW THEREFORE, by virtue of the powers vested in me by laws as Chief Executive of the Province of Quezon, I do hereby order the reorganization of the Provincial Disaster Risk Reduction & Management Council with the following compositions and functions:
Section 1. Composition. The Provincial Disaster Risk Reduction & Management Council shall be composed of the following committee chairpersons:

Section 2. Functions
A. Provincial Disaster Risk Reduction & Management Council shall:
1. Approve, monitor and evaluate the implementation of the Provincial Disaster Risk Reduction & Management Council Plans and regularly review and test the plan consistent with other national and local planning programs;
2. Ensure the integration of disaster risk reduction and climate change adaptation into local development plans, programs and budgets as a strategy in sustainable development and property reduction;
3. Recommend the implementation of forced or preemptive evacuation of local residents, if necessary; and
4. Convene the local council once every three (3) months or as necessary.
5. The council shall adopt implementing rules, regulations and guidelines as necessary.
Section 3. Control. Direction and control shall be exercised through the Chairman of the Provincial Disaster Risk Reduction & Management Operating Center.
Section 4. Effectivity. This Executive Order shall take effect immediately.
