taong 1948 nang isulong ni Gob. Santayana ng lalawigan ng Quezon, and programa ng kanyang administrasyon, isa na rito and programang pangkalusugan upang mapangalagaan ang kapakanan lalo't higit ang kalusugan ng kanyang nasasakupan. Sa pamamagitan ng kanyang pagpupursige na matulungan ang mga mamamayan sa lalawigan, itinatag at binuksan sa publiko ang serbisyo ng Quezon Memorial Hospital gayundin ang mga Peuriculture centers sa bawat munisipyo ng buong lalawigan at noong Agost 27, 1949 ang Quezon Provincial Chest Center.
Batid ni Gob. Santayana na isa sa pangunahing dahilan ng pagkamatay ng mga tao sa lalawigan ay ang sakit na Tuberculosis kung kaya gumawa siya ng paraan na maitatag ang QPCC na may layunin na maiwasan, magamot at malabanan ang mga nakakamatay na sakit na Tuberculosis.
Ang pagkakatatag ng Chest Center ang naging unang hakbang para labanan ang sakit na Tuberculosis. Ito ay itinayo sa kaliwang bahagi ng lumang Panlalawigang Pagamutan na nasa bakuran ng Kapitolyo. Ang mga unang kagamitan ay nagmula sa United States Public Health Service at Pamahalaang Nasyonal. Pinangunahan ni Dr. Patrocinio Reynoso bilang hepe at mga kasama niya, ang pagbubukas at pagbibigay serbisyo sa publiko.
Sa umpisa ay hindi batid ng mga tao ang mga serbisyong ipinagkaloob dito ngunit hindi nagtagal at kanilang naunawaan ang mga serbisyong tulad ng x-ray at iba pang serbisyong medikal na ipinagkaloob ng tanggapan. Sa mga nakalipas na panahon hanggang sa kasalukuyan ang QPCC ay patuloy na naglilingkod upang hindi man lubusang mawala ay maiwasan ang pagdami ng mga taong maysakit na Tuberculosis sa lalawigan ng Quezon at mga kalapit na lalawigan nito. Sa tulong at suporta ng Pamahalaang Panlalawigan, sa pakikipagtulungan ng mga mamamayan at gabay ng Poong Maykapal, kami ay patuloy na magtataguyod ng mga programa at magbibigay ng serbisyo upang matugunan ang mga pangangailangan ng mga mamamayan hanggang sa mga susunod pang panahon.
