• Implement a convergence approach to ensure the effective delivery of social services thru the " Damayan ng Sambayanan" at Serbisyong Suarez Caravan;
• Oganize a continuing program of regular consultations to all sectors of the community to keep the Provincial Governor connected to the people;
• Support the developent program of the Governor by assisting the Provincial Planning and Development (PPDO) in localizing its planning and development work and gather widest people/sectoral participation possible;
•  Mobilize public support and gather feedback for the Governor's programs and projects.
• Establish linkage to NGA's, LGU's, non-government organizations, civic organizations and/or people's organizations.
• Facilitate data gathering as reference for development of policy direction.
• Provide capability trainings for community base organizations.
• Perform other duties as may be deemed necessary.
